As we do not understand the circular upon the subject of emigration to the Cape, I hope you will favour me with an answer to the following question. The allotment of land is to be made to the person taking out at least ten settlers; will each of the ten settlers be entitled to 100 acres at the end of three years without any agreement with the person taking them out? Or will that person have the whole awarded to him, leaving him to agree with the others as he can?
