16 August 1819
Sir,
I beg leave to offer myself to go out as a settler to the Cape of Good Hope under the conditions and subject to the instructions determined upon by Government which I have read & fully understand their contents.
I beg leave to know, in the event of my being permitted to go out with the 10 persons I am about to take with me, when they shall come to Town to undergo the necessary examination and where they are to be examined, as they all reside at Dover, and to be informed if it is necessary that their wives & children should come to London, or whether they may not be taken on board at Deal or Dover.
I hope I shall be excused in begging to know if Government supply us with arms or make any allowance to enable us to obtain them, or whether we are allowed to take them out with a view to protection against attacks from wild beasts or any other dangers we may be subject to? And whether the vessel in which we may proceed, if permitted, will land us near the place of our destination or at the Cape, and if the latter whether any allowance is made for the expence of our conveyance or provision made for that purpose by Government.
Having come to Town entirely on this business I trust you will excuse my anxiety in wishing for an early answer. On the other side is the names & particulars of those whom I propose to take with me.
I have the honour to be Sir
Your most obedient humble servant
James HAYWARD
