So far as I can gather from internet searches, this newspaper started life in 1800 as The Cape Town Gazette and African Advertiser, changingn its name in June 1826 to The Cape of Good Hope Government Gazette. (see: South African History Online, and National Library of South Africa. Richard Ball.
