It would seem that three brothers emigrated with PARKER's Party. William is listed in the returns as a 16 year old son of Joseph, but was probably made out to be younger than he was to avoid paying the full adult deposit.

Death Notice (Cape Archives) for Joseph Henry LATHAM says he was born in London in 1820, the son of Joseph and Frances LATHAM. This suggests that Joseph LATHAM was married before leaving London, but his wife did not sail with him, probably because she was in the advanced stages of pregnancy. Joseph Henry obviously came out to the Cape later.
